Will probs work - before you buy have a look at a few top water lures like the Zara spook, hula popper, chug bug, buzz baits and my all time favorite Dying flutter.
What you want to do is use this (dying flutter) when it is getting dark. Cast it up against a good looking piece of structure. Let it land and lie for about 10 secs. Give it a short hard pull so that the blades turn and it makes a short racket.
wait 5 secs. Now do the same but this time give it two hard pulls within 2secs of one another. wait 20 secs and repeat the process.
Be warned the strikes are normally very agressive - I have often had bass launch themselves out of the water next to the lure and hit on the way down back into the water. Just remeber when fishing with surface lures when you get a hit count to 2 before you stike - this allows for the bass to turn and is facing down when you set the hooks otherwise you pluck the lure from it's lips if you strike on contact.
Basically all surface lures should be fished on a twitch twitch rest twitch pattern. vary this and don't be scared to leave the lure for even longer. I have had bass hit me 4/5mins after I have made the cast and have been trying to sort out an overwind. Just rember summer/low light and a light wind - poison for big bass.
