Outdoor escape (in Stellenbosch) advertises that they do rent out kayaks. I am not sure if this includes the fishing ski in store (Eric's Canoe - Tunny.)

There is a place in Tableview on Blouberg road that sells second hand skis, perjhaps they will be able to help you.
