I'm looking for any info on these 2 rod options. I'm looking at getting into fly fishing again(it's been like 10-15 years since I last did fly fishing). But I'm struggling to find info on these 2 rods.
Which would be the better option for what I'm calling my general-purpose starting point...
Must make it move in the water like a small shrimp. Also found spots where the sand is churned up also works well. If the water is gin clean, look for spots where the sand is kicked up.
The screenshots are of areas where I normally go to target some blacktail on the Mcarthys.
Are you fishing around rocks, or just sand? Here in PE, I've had very good success with the 3in river prawn, but only around rocks. Sandy bottom is good as long as there are rocks and structure to fish around. I've also found I get better bites the slower I work the minnow.

Yes, but as long as water isn't crystal, then you have a decent chance, browner water is best.
You also want cooler water, but that comes after a few days of east, or when the west starts again.
Ideal is 2-3 days of East(will be in your face, facing the water in the bay) and then the first day west is when you fish. Reef species like biting in a gale force east as well.
