Why would anyone want to stock a dam with bass when you are not allowed to fish it properly... All the best looking spots are not reachable from the permitted areas. But it is a pity, cause it's a beatiful dam.

If one could get a boat onto Rietvlei - or even a float tube or kickboat - you would have a field day! You may also be prosecuted, because as far as I know, even wading is also still not allowed at Rietvlei ... even though there is a yacht club
So all the best spots, sadly, remain out of reach ... unless, of couse, you join the yacht club and take it from there! 
Rietvlei is on land owned by the City Council of Pretoria (now Tshwane Metro). Back in the late 1960's and early 1970's the old Transvaal Nature Conservation stocked many dams with Bass (both Northern strain largemouth and Smallmouth) and other fish. Nature Conservation ran several hatcheries and had an active stocking programme. Rietvlei, Roodplaat and Hartbeespoort dams were some of those stocked (also many farm dams) ...

I very much doubt you would find crocs in Rietvlei - a highveld dam (which gets really cold in winter) just outside Pretoria ...
The ban on wading has nothing to do with the presence of crocs, rather that Rietvlei supplies drinking water to the Pretoria area (quite ironic, too, considering rumours of pollution and chemical spills) ...
