Good question. Its not always about a smaller bait, but about feeding less. The specimen guys still use the same boilies and particles as always during winter, but with less pre-feeding.

Fish is cold blooded so it's activity and metabolism is directly affected by water temp
Example is a 1.5kg bass will digest a 100gr baitfish in 6-8 hours in mid summer
Mid winter it will take up to 7 day's to digest and often the food will be regurgitated as it will start to rot beofre the fish can absorb all the nutrients.
In essence a 10gr meal will last the fish, in the winter, as long as a 100gr fish will last it in the summer
Conclusion present a smaller slower moving bait for the fish as it's activity has slowed right down. If fishing bait let it lay up to double the time.
Conventional Carp bait presentation would go from 40 min in the summer to up to 2 hours in the winter. The fish are much slower in cruising the marging in the winter than in the summer.
