to my knowledge 3way is usually used for galjoen fishing. and its an option of either having them or not.

It's to keep the hook snood "proud" (standing away from the rest of the trace) and also to counter the line twist (of the hook snood) that invariably happens when retrieving un-/half munched bait.
You'll find with a normal two-eyed swivel that the hook snood twists up and wraps around the trace after retrieving. Also the bait hangs away from the sinker snood and presents better than with a two-eyed swivel.
Having said all that I still just use two-eyed swivels. Never real found it to be such a big deal.

with the 2 eye swivel I have found that if the mainline/leader and sinker line is tied on the same eye of the swivel and the hook snoot on the other the line twists are minimal. However when the mainline/leader and hook snoot is on the same eye then every cast results in a line twist after retrieval.
@Ranger look at it like this. I only use a 3 way swivel. Why? Once the fish picks your bait up and no matter what direction he moves in he will be pulling against the weight of the sinker. What does that do in return? It automatically sets the hook in the fishes mouth. Happy hunting.
