Sorry, I think you may be correct. I'm sure the wording has been changed from inland waters to estuarine in newer versions. Will check up and confirm.

I recall a few years ago a inland club wanted to hold a spearfishing comp inland and were told they would be in contravention of some act.

I wont shoot them in anycase, only kill what I eat. Think public waters maybe no shooting, but I cannot see how they can enforce it on private waters. Private property, do with your own dam as you see fit.
 
Carp, grass carp and bass have been declared outlawed by some recent act and can be taken from inland water systems by any means including a speargun.

I know a couple of spearos that got licenses under this new act.

Small carp (2.5 Kg and smaller) from clean water systems are actually good eating if you skin the fillets, cut them in two finger width strips, dust them in a plastic bag with flower and some spices, and deep fry the cuts till they are golden and the bones are crunchy.

Bass fillets, skinned and cut in thick finger sized cutlets given to a Chinese restaurateur to fry in that puffed up dough of theirs (for a handling fee) eaten with sweat and sour sauce and the shops rice is really finger licken good.
