Water is 23 to 26°C, so Whale Watching is on full swing, so if you permit me an opinion: do share a big charter, throttle up, troll for Marlin and put smaller YFin lures on the long riggers + load drinks on the cooler and bring time (... if it rings, it rings big time). A fair 50% chance... that nothing goes... or like the tuna here below?
Other than that specialise and take a smaller charter just under the Barra do Dande cliffs and slowly troll Rapalas for Cuberas. You'll loose most, but catch some nice Snapper (is that RSA rock cod?).

Sorry for the slow reply.
I am headed down to Luanda on Friday, but likely would go fishing until the 2nd weekend, the 20th likely.
I've contacted one of the captains and they are quoting $2500 which seems a bit pricey. I've charted a decent amount of boats and this would be one of the priciest by far... guess i'm learning how expensive Luanda is.
I'm going to keep hunting. Let me know if you are still interested if I can get something together for the 20th.
