Bank angling in winter is always difficult, owing to fact that you need to find deeper water. Therein lies the key to winter angling, find deeper water. I would suggest fishing plastics S..L..O..W..L..Y and make repeated casts. The fish need to be coaxed into biting as their metabolism has slowed down and don't need to feed often.
Dead sticking works well, and "knitting" a senco type bait has also worked for me.
Sometimes during winter when conditions sre right you can have a smash, I have fished Theewaters in 12 degree water and had very good fishing. One that outing a fellow angler caught a 2,9kg on Spook !!
