Could be a fresh water eel? There are plenty of them further up the estuary close to pine creek holiday resort.

Normally an Eel would have Pectoral fins, difficult to tell from the pic otherwise I would guess 1 of the Sea snake species.

conger eels look more or less the same as normal freshwater eels. much thicker in body
that looks like a type of sand eel often called in afrikaans - slangetjie

I think it is a slender gaint morey eel. It is fairly common in the river systems in Zululand. They can get really big - 2m and more...
