Weed problem in small dam

Good day all

I have a small dam/pond near my house where I caught carp, blue kurper, vlei kurper, barbel and even some bass when I was younger until, the whole thing was covered with thick parrot feather weed and something else. (90% dam covered)

The weed started growing about 4 years ago and at one stage it got so bad that even some carp died(4-5kg fish). When the weed came the bass died. No oxygen? I recently noticed a small bass swimming around but, I guess he will be dead in the next month or so.

The council has manually pulled it out. But by the time they finished it has already started growing back again. They put a bug in the system to eat the weed but, nothing.

I read that the kurper eat the reeds but, the dam has millions and millions of them. Maybe adapted to only eating the bread that is intended for the ducks. So is grass carp the only option but price...

It is just sad because I grew up fishing here and it was awesome fun fishing but, no its not the same. You hook a fish and before you know it it's in the weeds.

Any advice would be greatly appreciated.
