Surf rod for a beginner

I'm looking for a multi-piece 13-14ft surf rod for a mate who wants to get into fishing but doesn't have a hell of a lot to spend.  Gonna pair it with a Shimano Speedmaster.  A couple of scratches on the rod won't matter
