Spinning/ Popping rod for couta / cuta

I have been looking for a rod for surface / sub surface stickbaits and popping for couta for lures up to 95grams off a boat, preferable longer than 7foot.
I have not been able to find a rod for 20 to 40 pound PE3-4 braid for 6000/8000 Shimano size spinning reel. Couta and Prodigal son /cobia up to 20kg

I dont want to by a PE4-6 rod as I won't use it

Any suggestions for the rods, tackle combo's
