Sadly, SAMSA, like many "organisations" in SA (and possibly elsewhere) are not there to ensure safety or compliance... They are there to provide jobs for pals and collect fees. It's the responsible use of media and public outcry that get them off their fat asses and doing their jobs. They usually don't take well to a single member of the public requesting them to work.
This sounds like a very cynical take on the situation, but I'm afraid it's also a valid one.
If I were in the situation, I think I'd approach the operator themselves and point out the issues. If they give you the middle finger then use the media.
If you look at it, it was the media that exposed 99% of the rot in government, SOE's and dodgy private companies. They are certainly more effective than the "enforcers".
