maybe not, mine was just seized, worked it loose cleaned off the dirt and gave it some oil. have u opened it up to have a look?

Yup, this would be the next place to investigate.

There is only one washer that fits on top of the bearing... the bearing then fits on top of the Anti-reverse Inner sleeve.

If you dont come right send the reel to me! i'l fit carbontex drag washers and new bearings for you and i also could change the plastic bush under the cast control cap to a bearing for you? how does that sound?

thanks for all the help guys, this was the problem, i had the washer above the drag clicker instead of underneath, just put it below and .... IT WORKS!!!!

Thanks Gents ! Your assistance gave me the courage to strip my reel myself ! I was sooo disappointed with the rugby, that I couldn't finish my reel ! LOL ! At least now I can assess the parts for replacement... Thanks again gents ! You make sealine what it is !!! i.e. The no.1 angling site !
