You are supposed to hand them in for proper disposal. The guys that sell them are supposed to take them back.

Salt river Police station is apparently the only place allowed to take in expired flares. I wanted to take mine to the Fire station and this is what they told me. The orange smoke marker is said to be the shizznizz in mole eradication. Just dig a hole at the mound, ignite the smokebomb and put a plank over to seal it properly. Do it at night!!
