SA style spinning rod question

I am having a custom spinning rod built with space made to mount my bionic finger on the rod. I see on the South African style spinning rods there is material that is holding the bionic finger in place on the rod. What material is that? Is it silicone tubing? Is it epoxy/Resin combo? And where can I purchase that. I could easily just tape the bionic finger with eletrical tape and heat shrink it down to size but the material that is being used in this photo makes the connection look professional. I like the look alot. I screenshot a youtube thumbnail picture for reference.

Hi JR, that is finished the same way they guides are finished with thread and epoxy resin coating.
On some of the rods the bionic finger is finished in line with the guides whilst on others it's off centre to the left. Not sure if it makes a massive difference but something to consider if you are getting a custom rod built.
