river barge

hi can anyone tell me what are the regulations pertaining to building your own river barge.
Are any licences required.
what is maximum length without a licence
what is maximum hp without a licence

I will try and find the regulation, but in my opinion, any barge must comply with SAMSA's regulation. This entails that the barge will have to have a COF and buoyancy certificate and a skipper licence, irrelative of the HP on the barge.

What I understand is that the law stated anything less than 9m and / or with less than 15HP motor is exempt.
But should still carry the necessary safety equipment.
