Huh? Been living in Richards Bay for most of my life and never heard of that rule. When did that come into play? Vessel permit is all I've ever done (plus fishing permit as well obviously)You can fish in the Harbour just make sure you have a 'Port Control' sticker, which is relatively easy to obtain and as far as I know not to pricey, less than a R100... And don't linger in the shipping lanes...
As for reefs offshore, there are a few but I doubt the guys will share them with you... Let me know when you are in town, we can meet up over a 'wettie' and chat...

If you'd read previous posts of mine, it's gotten to the point where I was almost arrested for not having one. Not to mention having my kayak searched by 5 Transnet Officials and 3 Parks Board folk.. Use it don't use it.
