Rear Brake Grinding Noise

On both the vehicles that I use for launching the boat in freshwater we have a similar problem. Everytime I apply the brakes under a bit of duress there is a grinding noise on the back brakes that sounds like metal to metal and my first thoughts were that the rear brake shoes needed replacement. I took both vehicles to a good mechanic friend of mine and when the rear drums were off we found that the brake shoes were still fine. His diagnoses of the "problem" is the build up of rust "dust" between the brake shoes and the drum itself caused by the rear brakes being submerged when launching the boat. Coupled with that, the brake shoes absorb water and when the heat builds up on the brake shoes during the return trip from the dam the heat hardens the brake pads. The combination of the two is my problem. True or false, what do you think.
