Sorry , but no ways a Batfish , similar looking batfish you find off the coast of Australia , see photograph.

That is a Spadefish if I am not mistaken. They're pretty common around pilings and shallow reefs, in fact the guys in the States that kayak fish around the oil rigs get a type of Spadefish that wasn't supposed to really be there but moved in because of how long the rigs have been in the water.
