The coast at Oubaai is situated on steep cliffs so access to the water is limited and also can be dangerous so be very careful fishing there. That said, in December you will be able to catch shads/elf at dusk/dawn and into the night. Spoons or pilchards are best bait. Also, there are the normal rock species, in summer you can target muscle cracker, romans etc there. If you are so inclined, you can target sharks off the rocks but if you aren't experienced shark fisherman with people with you that know the sea I would not target them.
