No fishing is allowed on that section of the coast, or there wasn't when I did the Otter Trail a few years ago

No, it is Africa's oldest Marine Reserve....You can see shoals of yellowtail sometimes and other gamefish along the walk, there are designated areas where fishing is allowed but that is only for locals that stay there, with permits, with reduced amount and size limits and slot limits in place, and it is tightly controlled and monitored. The fishing off there is unreal though, I used to have a permit.
