This the reason for this tread.

I have just completed the course here in Benoni.
Still awaiting my results.

To give you some back ground regarding this course.
Samsa have brought this into the marine notices. mn4 of 2016.

the course is only at accredited institutions.
The closest institution from benoni currently is Port Elizabeth.
They will be opening other shortly.

Take note, that the normal operators certificate currently issued is not valid on DSC.
You will need to do the bridging course for the dsc.

so the new DSC course is already into action.

The fees for the VHF DSC course is R2850.
the bridging course is R 1850.00

The DSC is already operational.
Also note, that it does not matter what vhf radio you have in your possession, you need a operators certificate!

weather it be fixed or hand held does not matter.

Also note that the amount of the course excludes your application for: your
MMSI number.

also note that SAMSA issue the operators certificate for the vhf.
Also it is suspected that 50 000 skippers needs to do the full DSC course and suspected that 30 000 skippers need to do the bridging course.

there are figures of a total of +- 100000 skippers in total.

also take note:
the DSC function is a very good idea and system.
It is in place across the whole world.
so it is not a system "African wise" which will just sommer fail.

if you did the course you will understand what it is about.

Later when time allows me, I will get to the nitty gritty of the whole system/ course.

Hi Willem Great Post.

I am sure we all agree that the DSC system is a must have and not a African wise thing just to make money and after its left to fail.

The whole confusion surrouning it is what get the okes hot under the collar.

At the moment there is no set regulation and confusion is the king

Lets make it simple And start from scratch.

You need a opperators permit for a VHF Radio DSC and non DSC. Not to be done annually. Once off unless you need to upgrade to DSC ( Am I right? )

You must have a Licence for your VHF Radio paid annually ( Like a tv licence not operators permit) Am I right?

Does both of these Rules apply to 5W Handheld and higher wattage base stations.

Now the tricky part. What needs what?

Do you need a radio? Is a 5W handheld DSC enabled suffiecient to pass yor seaworthy.

Same as above Or must it be a base station of 25W?

In the cape they use tiller arm boats no console (Kreefbakkies)

Larger ski boats is easy. Fixed base station 25W

This is the questions that most of the guys would like a answer to.

Next step when you now know what Radio setup your vessel must have is the how when and where to do the exams( Willem is one step ahead already) and to get your radio licenced(TV licence)

Sorry if im asking Questions to wich the answer is obvious. For you it might be. But for a Newbie like me its very confusing. So please feel free to ad on to the list and make corrections if needed.

that is correct, the new dsc certificate is valid until you die.
By 2018 all should have done the dsc certificate or bridging course.

Yes you have the option of a yearly licence fee or a 5 year fee.

Yip, just to be in possession of a radio, you need to have a valid licence from Icasa.
Same as tv licence.

This is where the whole confusion comes in and this is with Surveyors and SAMSA.

Take note:
The radio now forms part of the vessel, and not the person.
If the vessel can be fitted with a "ship station" meaning fixed, then they want a 25watt radio, thus not a hand held radio!
this is most likely to change over time, as with the current regulations, hand helds on cat d is allowed.

I would suspect, that if a jetski is cat c rated, a fixed radio would be regulation. or no cat c certificate would be given.

Right to some other points:
I like this system, as stated it is implemented across the world.
just some aspects, normal vhf communication is around 10 nautical miles. "line of sight, so the higher your antenna, the further you will be able to communicate"

on the DSC, which is a distress signal.
this signal travels between 20-30 nautical miles.

it travels to all DSC equipped radios.
it then also travels down to Milnerton where the MRCC is based "Maritime Rescue and co-ordination Centre is based.

The DSC travels 10-12 times faster then voice communication.

which means, if you have a mayday in richardsbay, via voice, the call goes to the MRCC.
a dsc would get to the MRCC 10 times quicker!!!

ok, another aspect:
when you send a DSC distress signal, all DSC equipped boats get the same signal on their radios, which indicates your position "if connected to a gps" time and nature of distress. if you inserted the nature of distress.

without even talking to you, other ships can either acknowledge the distress or cancel it.

a message is send to your radio, indicating that your distress has been received by other. it is like a sms message on your radio.

so, even before you need to worry, you will see acknowledgments messages!
and with other ships acknowledging the dsc, their radios automatically switches to Channel 16.

with a DSC your radio will then go to channel 16 on its own, also on high power.
this is when you will do a voice communication on ch 16.

I phoned SAMSA and they said if a boat has a console the radio needs to be fixed.
If no console a hand held i.e. Jet Skis

Just a little clarification. The reason for the operator’s licence is to use channel 16. This is the international emergency channel. To have authorisation to work on this channel one needs to pass the SAMSA exam. This is a once off. Now with the new DSC, one has to upgrade with SAMSA to get a number for your radio. No certificate, no number and the DSC cannot be activated. The ICASA licence is to allow one to own a radio.
 
I can compare it with cars. One needs a drivers licence to drive one’s car. If one want to drive a lorry, one has to upgrade one’s license, but the car must display a current licence disc, renewable every year. Hope this clears things up a bit.
 
Ps. I’m still trying to find a service provider in the Cape area that could work with our club to get the members trained and authorised.

ok, verder, slaag syfer vir die kurses is 80%.
onthou dis teorie asook n praktiese oefening op n Icom VHF radio.

darem my uitslag gekry, ek is ook deur.

Daar word voorgeskryf dat die kurses 10 ure beslaan en net 10 persone op n slag kan die kurses saam deurloop.

twee dae is nie genoeg tyd vir 10 persone nie.

Ons was net 3 en dit was genoeg tyd. praktiese eksamen ens, neem ook baie tyd in beslag!

Just a update
received my 6 month interim certificate.
with that done, the radio licence application was done.
I received my mmsi number and call sign too.

so the issuing was quite quick.

so now im legal, licence wise.
