Night Rating

Hi guys.

I saw this statement on another forum - anyone able to confirm that this is true (or not)?

 

NOTE:

Also be aware that the alround white lights that we have used for years ( and still sold on new boats and by boat shops ) are now illegal. A new LED light with special radial lenses is now required. This is being enforced in Durban at the moment.

I have heard about the banning of night fishing off a boat at durban harbour if your lights are not correct! What is more surprising is that boats are certified COC etc but the police still harass the guys.

Where can you get clarity on this issue?

We will be trying a spot of fishing over the long weekend off Durban - I will send an URGENT post if you need to come bail me out cause I don't have fancy new LED lights.

See below, Port Captains instructions to Ski boat clubs in Durban.

Hi there, nothing has changed, people tend to panic before understanding the correct procedure to be followed with regards to their craft inspections.



1.) Like always the clubs safety officer inspects the craft on an annual basis, he then indicates on the registration form how many persons are permitted to be carried during the day and during the night. This is often not shown on the form so the incorrect information is transferred onto the disc and the skippers are being fined by the water wing at night because their disk says 0 persons by night.

2.) If you look at the bottom of the bay registration form on the left hand side which I pointed out at many DPCC meetings, it reads I have examined the person and he/she is fit to handle a pleasure craft, his/her eyesight has been tested. (Is this being done), if so then there should be no problem filling in the bay registration form.

3.) With some Durban Ski Boat Club members, they have no night rating to launch from the surf but want to use their boats at night in the port. Once again the clubs safety officer must check that the boat is night rated, all round White Light, life jackets and a life ring, (most skippers say that they are exempt from all the rules but this is not so in the port).

4.) The skippers eyesight must be checked, how can someone be on the bay at night who cannot see anything.

5.) The pilots have near misses every night when bringing ships in and say they cannot see the small craft, their lights are inadequate and they are not obeying the rule of the road.

6.) It is just a matter of time before we have a fatality and I would like to bring one of the pilots to the next meeting to tell the members so that they can see that I am not making this up.

Does this mean the boat has to have the uprated lifejackets, and has to be completely rigged as for going to sea at night??
What about the skippers ticket, from what I read a CAT C,D or E is all you need not a "COASTAL"

My perception exactly, night rating for Durban Harbour as per the Port Captain is the same in the bay as at sea.

The perception I have is that he is saying that there is a high incident ratio of near misses in Durban harbour at night and drowning in the harbour at night carries similar risk to drowning out at sea.

He also has documented that all classes of vessel require night rating for the harbour. I'm pretty sure that our safety officers are bound by the night rating directive for safety equipment requirements as per the regulatory compliance of SAMSA.

The letter was circulated to all clubs, so it's out there in black and white.

So then you have to have a 'Coastal' skippers??
If that is the case then they will have to change the law (SAMSA)as it currently states that I can use my CAT C in the bay at night.

I'm sure that all that the Durban Harbour water wing will be interested in regards night fishing would be the info on your Durban Harbour pink disc issued by the Port Captains office.

Knowing what they like though, they probably will check everything if your disc displays "4 x night"!

Hi All,

There seems to be some contradicting boat and equipment requirements for night rating a boat in KZN.

This is what I have been told over and above the standard clas C equipment

1) navigation lights and all round on separate switch
2) deck lights in the gunnels on both side
3) 150n life jackets plus glow sticks
4) 2 x water proof torches
5) ADD 2 parachute red flames and hand held flares
6) spare battery and jumper cables
7) illuminated compass

Can anybody advise if this is correct or what is incorrect or additional.
