Correct, if you wish to go to sea, you need to have a jetski longer than 3m.
Also, you will need to have a Category C Skipper's license with surf launch certification.
I would suggest you go to the likes of Racetech Yamaha, Peter's Watersports or Hookedup Motorsports, explain your budget to them and let them look for something for you.

of course you can go to sea with a Cat E license.
Cat E means that you are not allowed more then 1nm offshore.
Cat C means you cant go further then 15nm offshore.
the big thing to get is the endorsement to beach launch which is stated seperately on your skippers whether its a Cat C or Cat E.
A Cat R license is for inland waters only

Is a 140hrs a lot on a used jet ski?
I am also looking at an Fx160 2007 model with 140hrs, full house with easy roller trailer, new lowrance elite 5 color GPS fish finder, all safety for cat d, live wells, bait tray, etc etc.
.....or a new seadoo gps130 for R15k more with safety and fish finder GPS combo?

I might be biase as i own one but most guys will say that you cant go wrong with this ski.
my only thought is that the price is a bit on the high side for that amount of hours.
your best bet would be to view it.
things to look out for would be:
- the condition of the inpeller if he has been beach launching. this is quite expensive to repair.
- ask for documentation regarding the servicing to see if it has been serviced regulary. at least once a year or every 50 hours, which ever comes first.
- check the condition of the hull. IE: cracks, wear and tear makes. it might even have a hull protector in place.
- check the engine compartment for any rust.
Above all, test drive the ski if you can.
the FX160's are known for there reliability and economy but this means jack if the ski wasnt taken care of.
