Ian, why dont you take the motor to a Mariner dealer and have them check it out and tell you whats wrong/missing/not connected etc.

Then if possible fix it yourself ...

TREFCO in Stikland sre Mariner dealers. Speak to Don Fullard.

Ian I have a feeling that that device is a safety device to stop you from starting the motor in gear??? The guys that surf launch remove them.
