Having just read the thread about jetskis in Cape Town and what the guys say that rents out jetskis to the general public, and not wanting to hijack that thread, here is my question. 

Obviously you need at least a category E skippers ticket to operate a jetski in the sea. 

1.  Does a person that has a valid permit to rent out a jetski have to make sure that his customer has a skipper license to operate that ski or is a person that rents a ski exempted from this rule???
2.  If an accident happens, and the customer does not have a skipper ticket, can the rental company be held responsible???

as far as i understand it, you register the boat and the number to your name, i speak under correction here but people can use your boat without you being the skipper or being on the boat but you are responsible for the actions then

I think the rental company will be held responsible yes

So if I understand you correctly, I might as well be totally of the mark here, the owner of a specific craft must have a skippers license and not the operator of such a craft, in that case, this is a terrible loophole in the system

The person who operates the craft needs to have a licence, as far as jet skis go I think under 3m you don't need one ??? (not sure)

See it this way, if you rent an Avis car, you must have a drivers licence. Any person using a Jetski, hired or not, must have a skippers licence, no matter how big or small the ski is. The person must also be older than 16 years.
