What you have there is a Plaster Bagworm. It's harmless but obviously unsightly. They feed on spiderwebs ,wool and the discarded carcasses of other Plaster Bagworms. They like high humidity.Not sure on the best way to get rid of them but I would imagine your normal insect sprays would do the job. I doubt they would be any good for bait.
