It is an official Notice of Amendment to the Gazetted “National Small Vessel Safety Regulations 2007”.    Notice #27
 
The main thing to notice here is that all ‘new[/b]’ boats have to comply with the existing law immediately[/b] (from a manufacturing point of view). 
 
Older boats have until 8 August 2009[/b] to comply.
 
Skipper’s tickets will be enforced from 1 March 2009[/b].[/b]

Hey Fishton - heard rumblings about this.
I have just done my COF on my "old" boat.
I have heard you still have to go through the COF and your boat will pass with out the bouyancy subject to August 2009 you have to submit the bouyancy cert.
ANyways I don't think even SAMSA knows what's cutting as I have read many varied reports and the different organizations have different interpretations of the law - an example of this is one accepts a trolling motor as an "Aternate steering device" anither regognizes it in the place of paddles etc etc etc
