I Would like to buy a boat in SA

Is it hard to register a boat in SA
The boat would be under 9 M
Would a RYA recognized / equivalent do or i would be
kindly encouraged to take SA based course.

ps Not possible for non SA resident to register just quietly sail out with the bill of sail and have a bottle of rum just in case saying mate I just bought my dream come true am not filthy rich just take this rum bottle and let me be
