Having to write a test to receive your fishing/bait/crayfish est. license

Should there be a test to obtain your recreational fishing license?

I reckon that to receive your fishing license (or any marine recreational license) you should write a test similar to obtaining a gun or learners license. Make it really simple even allowing the person to take the recreational fishing brochure with them on the test.

My reason for this is that there are too many people that never actually looks at the fishing rules and regulations and uses their ignorance as excuse.

For example, I thought the bag limit was 5 and not 4.

I couldn’t identify the type of worm.

I didn’t know using siffies is illegal.

I come from the inland once a year to fish and don’t know the regulation.

I can go on with this forever…

I voted no,the reason being can you imagine how long the admin will take and where will they get the staff to mark the tests.It will just be an excuse not to give licences,because it's in processing....I mean look at our firearm licences.

i Agree with Sharky2 ,
they shud rather do it like the Aussie's do , once u purchase ye fishing permit you are posted a dvd etc etc , that details safety aspects etc & sizes limits etc ..
personally on the back of our licences they shud have the more popular fish sizes & limits printed on them ... as a quick ref guide & how to measure yr fish etc ...

I just feel that one shouldn’t bank on the incompetency of the department but rather view this as a manner to enforce some education on those that choose to turn a blind eye. The test can be marked immediately like the learners test. This will basically constitute say 30min for you to go through the rules and regulations.

The dvd is great but not everybody has a dvd player. You cannot be assured that the person is going to watch it. I fully agree with the more popular fishes regulations on the back of the license.

What about an online test, linked to their site and data base. Once you have done the test you go and get your license as per normal. They would be able to see then if you have passed or not, then if you get stopped by the authorities and you have a license, you should have passed the test and cant plead ignorance. Then they wont have extra staff or paper work.

1) Do you have R1200 for the complete fishing license ?

if you answered yes, you have passed the test.  Congratulations, you can make out the cheque to Cash.

Its' not that far fetched... if we where a first world country.

Some European countries (Germany is an example) you actually have to do a COURSE before you are issues a fishing permit.

There is a declaration above your signature in which you confirm that you have aquainted yourself with the rules and regulations of the Marine Living Resources Act.

That declaration itself moots an excuse that anyone may have.....

it already cost you a small fortune and qeue after qeue in trying to obtain a drivers lisence or even a learners license. What do you think will happen if you have to do tests for fishing permits. Useless lethargic bunch of government administration I say. maybe find another way.my 2c

No,test or no test guys catching undersize fish and using the'i was'nt aware that there was size limits etc' excuse,is unfortunately something that wil go on forever.Top line 4x4's fitted with R5000 worth of s/steel rod holders all round did'nt know ther was size limits,not to mention their equipment guys who belong to clubs.I've seen this happen at Strandfontein,So what differance would the test make?With the proposed increase in licence fees. . . . thats enuf for me thanks,expect to pay another R500 to take the test.

This is only going to open a door for some money making scam just like the gun licences and boat licence R category for eg. R500 to take the test and then if you pass you can go and pay for your licence this should take roughly 6 to 9 months for the admin then 3 months later you can go and start the process all over..

Then to top it all there will still not be any people to police the law what does this help.

Laws will not fix the problem all people have to change there approach to how we protect and manage our the resource's

The unfortunate side to the whole policing side of MCM and our fisheries is that the authorities do not have the "teeth" or resources to be able to arrest and prosecute people (or it takes too long and suspects get off on technicalities) found contravening the recreational (or other) angling rules.

I believe that, in conjunction with our licence(s), if we are approached by MCM or police, we should have to produce a catch list of everything we have caught on that outing.

If any of the details are proved to be inaccurate (read: lies), or we are found to have more than our limits or undersized fish, there should be no questions asked, into a paddy wagon and off to court (perhaps a special MCM-services based court exclusively for contravention of angling laws), and sentenced there and then.

The authorities are either too lenient, lazy, ineffective, unreliable, corrupt (insert whatever other nouns you can think of here to describe bad service organisations) so we will probably never see a proper policing, or reinforcing, of our angling laws.

My personal rule I abide by is: If you can't do the time, don't do the crime.

I think just a 1 compulary class you have to attend to educating you of bag limit ,closed seasons that sort of info after that you just buy the liecence as per usual no test.DVD is an idea who gonna whatch it some people dont have DVD players.

Or just plain and simple your permit comes with a brochure.read it ,dont read it!!

Even experienced anglers are not sure about the correct answers, or where such rules, if they exist, can be located.
