I haven't bought a fly rod in a while so can't be sure if these fit into your price range, but I would look at the TFO (Temple Fork Outfitters) Professional and the Stealth Magnum or Stealth Deep Red. Xplorer have also just brought out their Guide 2 range which I believe to be quite nice. Something that is pretty decent and much cheaper is the Xplorer Classic 2.
Go for a 5wt or 6wt rod. 6wt is probably a bit better for help with casting strike indicators.
For fishing with an indicator, ie casting a bit further, a 9ft rod is probably fine. If you plan to do a lot of Czech nymphing style of fishing i would suggest getting a 10ft rod but they are not as easy to cast. There is not a large choice of 10ft fly rods though, but the 10ft TFO Professional is quite a popular choice (if they still make it), although it does feel a bit heavy to me.
My personal preference is for the Vision rods. I use a Vision 3Zone 10ft 5wt rod and find it to be perfect for czech nymphing styles and can still cast quite nicely. They don't make it anymore and i am not sure what the replacement is, but your could ask your local fishing dealer if there are any Visions in that price range as they are very good value for money. They have a rod called the GTFour which will be a bit too expensive, but the 6wt 10ft is a beautiful casting tool, and very light, but i thinkk you will be looking at more like R2500 just for the rod unless you can find one second hand.
For reels, on the vaal you need something with a semi decent drag but nothing too hectic. A large arbour (big hole in the middle of the reel) helps to retrieve line much quicker so look for that and go for lightness as well. Look at the Stealth and Vision offerings for good value for money. If they still make a reel called the Killwell Genesis then i would get that for sure. There is nothing that beats it at the price (Used to be about R500 a few years ago).
The main thing is to ask the guys at the store if you could cast the rods that you are interested in. Most stores will let you have a few chucks on a field or in a courtyard to see which one suits your casting style the best.
