Gear linkages adjustment on yamaha

Hi all
Today I noticed the gear linkages on the lower boot had worked itself loose.

The motor was in forward when we started and noticed the two nuts had come loose on shaft.

Reattached the two nuts but now can only get reverse neutral but no forward.

How do I adjust it?
