The small leerie are coming out in the morning. The tide must be high at about 8 to 8.30 am and no boats around. I found this to be the best time. A popper on the surface worked for me then but a couple of guys caught on dropshot. I still want to try Nepptunes advice.

A really good lure/technique I've found for Leeries and other predators, especially in estuaries if the fish are on top.
Lose the jig head. Get yourself some x-Strong wide gap worm hooks like these:
Then find yourself some plastics like these sort of shape. Most plastics work, but these are dynamite:
White is always a good colour.
These can then be fished like a topwater bait such as a Zara spook or mirrolure with a walk the dog style retrieve ( Tie the hook with a loop knot such as a rapala knot )which give the wrm a side to side zig zag action, and they sit just under the surface and push a wake...
If you want the bait to get down a little deeper, or sink quicker, what you can do is get some galvanised nails. And cut the tips off in the length you need ( 1 or 2 cm ) then push these into the bait, length wise. This will hell the bait sink evenly but give you additional casting weight, as well as a quicker sink.
As these baits are weedless, you can also fish them right up into the really skinny water...
These hooks also give great purchase in fishes mouthes, and are pretty strong... I've taken Tarpon to 15 kilos on this set up, Kingies to around 8 kilos, as well as snapper and all sorts of others...

Paricularly good baits for these are Strike King Saltwater Zulus.... not available in this country, but you can get them on the net and they are worth the cash!
