go down river(the berg) past the main town bridge in front of beach(next sailing club)on opp bank, use pilchard and fish for elf, water temp needs to be right though, will be alot of juvinile elf, but super fun on light tackle, definite tag and release, my mate and i caught about 100 or so in 3 hours(all released)
you can also go further down to the railway bridge and fish for elf or a little further using prawn for steenbras
