Hi Tuna
The water was a little colder right in the inside of the bay but from witsand to about 2nm off the point it was 17 deg. the bay is teaming with shad so maby thats what the things you are looking for were after.
I am the training officer and a rescue swimmer at nsri plett and run the sea rescue choppers in the southern cape. The boats are not allowed to fish within 1nm of the robberg peninsula but are allowed as close to the side as they wish. most of them comming around the point are courteous and if they see lines in, they move furthar out but obviously you get some d#$ses. My station commander has been trying to get rules implimented for (safety reasons) that the boats have to go around whale rock as I am sure you have seen how some of those swells break, I have been through some and it is not fun. I beleive the whale watching boats with a permit (only 2 in Plett, the big ones, both recognizable by the liferaft container on the back) are not allowed closer than 50m to the whales unless the whale approaches them and are only allowed to visit the same whales for a certain period. any other vessel including aircraft, are not allowed within 300m of the whales. Whaler told me about his incident and I brought it to the attention of a few role players but the best would be to report it to Henk Niewoudt, who is head of nature conservation here (0828777435) and they have also just aquired a new vessel to monitor such things as well as poaching etc.
