depends on what you are targeting and how long you want to "play" a fish.
i use the following for cob and other eds.
9'-10'6" exceller R800
with a penn battle 5000 R1200 filled with 40pound braid R200
from the shore casting 3ounce jigs and lures.
the "best setup" will cost quite a bit more! daiwa saltiga shimano stella.
sihmano makes a decent spinning rod for about R1600 11-12foot and casts up to 9 or 10 ounce not too sure.
