COF Operational limitations:

Do the surveyor have to mention in here stuff like, (launching from a safe launching place, commercial / fishing harbour, threw the surf), and (lights fitted / night rated)?

or does that roll over to what your ability / qualification is, and what your skippers ticket says?

It is only for the boat. If you have lights, it will state something like "5 people by day and by night". If you don't have lights it will state "by day only". That doesn't mean you personally may go out at night. But if you have a skipper who does have a night rating, he may skipper your boat at night.
