Buoyancy Installation CPT

Hi guys

I haven't seen any recent posts on this so hopefully not asking a repeat question. Does anyone have a recommended place to have buoyancy installed in a boat as a retrofit in the Cape Town area? I've come a across a good deal on an older boat to teach kids to ski behind, but it would need buoyancy added to get certified. I know you can source the materials and diy, but I'm worried about getting the calculations wrong and damaging the floor.

Also some conflicting information about Langebaan lagoon requirements, I called the West Coast National Park office. Apparently Cat R is fine for the lagoon, but instead of 30% buoyancy you need 60%?!

Any guidance much appreciated.
