The big problem a lot of club and shop have is that where your survey is not being done by a SAMSA official who has to stay ontop of what SAMSA wants, as in with clubs where hte safety officer does the survey, is that tehy lend their ears out to the world, they hear something somewher about SAMSA now wanting this , or that, and instead of finding out exactly what is what, they listen to some story they heard at the clup pub, and decide that it is easier to adhear to the new law they heard of, instead of running the risk of doing something that might not be what SAMSA now want.
Also the surveyors are now trying to cover their arses so that should anything go wrong, no one can point finger, so now they also make laws up as they go in order to ensure that nothing can be pointed back at them.
SAMSA in short have put so many regulations in place, and also scared they guys that have to enforce the laws of SAMSA so much , that they put their own spin on things, so we as boat users end up with so much schlep , and costs, that you feel like dropping your boat off at the nearest dealer, and shopping for a friend with a boat.
We can all just hope that SAMSA see the error of their ways, and make boating easier for us.
