For 14K it will be a very good buy. But to get it to a state of getting COF will cost a bit more

Getting a COF will cost you R250 for the survey.
I know where to get the bouyancy foam for free in JHB.
Then all you need is a Fire Extinguisher - R140
Life jackets
Anchor
Tools
Rope
A COF should not cost you more than 1K for this type of setup and anyways I am sure you could negotiate with the seller
