I'll try and keep it short.
This is very difficult for me as I usually find myself having to back up statements or comments I make...
I will however take to shot on the chin as I presume this stems from your passion for fishing/Carp. However, let me proceed with the stroking of my ego,,,, hmmmmmmm........
When I say public consultation is unnecessary, it's because the venue will still be open to the public for the purpose of fishing. All that changes here is the management. As long as the management allows any public member to apply no laws are being broken, It's also up to management to set reasonable entry fees or even membership fees to cover venue maintenance costs. As far as rules/regs are concerned, management has a right to impose certain restrictions/conditions to ensure the safety of fish being caught and any measure to sustain or improve the enviroment or biosystem of the waters..
Pfffft! So much for this being a short reply hey!! Grrrrr
I lease land from local municipalities that house small dams for the purpose of breeding fish to stock other dams in our area. (Some for free and some not so much free)lol
I recently had problems with fisherman leaving the place in a mess and simply stopped all fishing completely. BANG!
It's not like i'm stopping sustenance farmers from watering there cattle...

I can tell you one thing for a fact regarding decisions made here and why I believe this has been done/decided.
All government departments in accordance with (Way to many to mention here) have to submit proposals and feedback regarding what they have done in their region/area with regards to the control/removal of invasive species. In the past, all the focus has been on Lantana, wattle and gum tree's, Millions and millions are being spent per month on this. (Working for water, working for wetlands) Recently, because of our already polluted waters and the feeding habits of Carp aggravating an already stressed bio-system, Carp has come under the spotlight. This was actually gazetted in 2004 by Marthinus van Schalkwyk and again revised in 2004 by (I cant spell the name). Owners and/or managers of water bodies will do all in there power to manage/remove & prevent the spread of any invasive species found in our water systems...
Local municipalities are still dragging there heals here and when it comes to the crunch, many dams may see the "Bulk removal or control" of Carp. What must be added here is this, when this is done, the 30, 40 pounders are not returned to the water, It;s a straight out cull!
Because carp is an invasive specie, it is not protected by law, the general public will not be consulted when it comes to management of an invasive specie. It could be seen the same as asking the public about how they feel about us removing water Hyacinth. No offence intended here guys, both species here fall under the same category as far as the law is concerned, INVASIVES!
The outcome here should be seen as a very positive one!
The dam and it's invasive occupants will now being managed by an entity who has experience with this regard. Local municipality can now submit a report that a management plan
has been put into place and DD will be left alone....
Just imagine if SACS were not sitting at that table and no alternative control/management plan was put on the table...

I have heard "mumbling's" that although this industry is a multi million Rand industry, most of the money is spent on imports and besides bait purchases, everything is imported... Hmmmmmm.
I say again, you guys need to have someone at those meetings to secure the future Carp venues in SA...
