Yip think so...........not 100% sure, as of the banning of 4x4's on the coast , I never followed the amendments till now, if there were any.
See that cops may drive on beach & should be exempted from applying for permits under Sect 16 in order to perform their duties in accordance Sect 4 (h).
I know they had huge issues with cops driving on the beach on KZN beaches(they wanted to escort them & limit their number of vehicles per day etc. etc. to certain spots) and came to an almost stand-off between cops & NCS.

Its Gods creation given to man to enjoy in a controllable fashion, & not to exclude a certain group of anglers & or enthusiasts .........this is total discrimination.
