ANGLING PERMITS REQUIRED FOR THE KICKBOAT BASS CLASSIC

It has been brought to our attention that permits may be checked by Government officials at the KBC at Murrays next Saturday. They saw a poster at Murrays and phoned Hugo to notify him.

If they have been there and seen the poster they must have gone to check for permits.

For this reason we have to create a new rule that an angler is not allowed to participate unless he/she has one as we do not want to be held liable.

Remember 1 permit for 2 rods so if you're taking 10 rods you need 5 permits, sorry guys. Don't shoot the messenger!!!

Here's the law...

1. In terms of the Constitution of South Africa, Nature Conservation is a provincial competency has been entrusted to nine new provinces. Previously only one license was required for the old Transferal Province, but after 1994, and in terms of the new Constitution. Transvaal was divided into four new provincial provinces with each its own provincial government. The result is four separate angling licenses for the former Transvaal Province.

2. A fishing license is required for angling in any public waters in the Gauteng Province at a cost of R25.00 with a validity period from 1 July until 30 June of the following year. These licenses are for sale at various angling shops as well as some revenue offices. A person can also purchase a license book at a cost of R1250.00 or a single license for R25.00 at the Permits Office of this Department. The contact person is Ms. Sophy Mphahlele at (011) 355 1207 or at e-mail address sophiemah@gpg.gov.za. Gauteng does not have any proclaimed trout waters.ssss

3. Previously funds from fishing license went to the state coffers but since the 2nd May 2002 with the implementation of cost recovery in his Department, cost recovered funds have been ring fenced for Nature Conservation, and these funds will be used for conservation purposes such as research on the sustainainable off take of fish in the Province as well as for awareness and law enforcement and compliance purposes. Anglers will benefit in that the resource they use will be available to be harvested sustainably for many years to come.

4. The Gauteng Directorate of Nature Conservation has a Law Enforcement and Compliance Division stationed at Head Office in Johannesburg which deals with ant illegal activities such as gillnetting. Any illegal activities can be reported to the mentioned Law Enforcement Division at (011) 355-1257 during office hours or (082) 759 0078 after hours.

5. The Law Enforcement Division reacts to complaints as well as information received from the public. In addition to this routine inspections are also done.

6. The Law Enforcement Division of this Directorate does routine inspections throughout Gauteng.

7. Gauteng Conservation still uses Ordinance 12 of 1983, which is the best known Ordinance for the public. The following points are important to know regarding angling within Gauteng.

  • A person needs a fishing license as explained in point 2.[/*]
  • Important information regarding the numbers and sizes of is printed on the reverse side of the fishing license.[/*]
  • Only two fishing rods with no more than two hooks per rod are allowed.[/*]
  • No person shall, while angling, employ a method to hook fish other than in the mouth.[/*]
  • No person are allowed to catch fish with gillnets except the owner where the land completely surrounds such waters. This means where no river system runs though the waters or dam, no river system runs though the waters or dam.[/*]
  • No person shall make a feeding area in waters by placing any animal, vegetable or any other substance therein to allure the fish by virtue of the edibility, smell or taste thereof. [/*]
  • No person shall place an object, which floats in water, which serves as a marker indicating the place where there is any object, substance, agent or product under the water, which allures or is likely to allure fish.[/*]
  • No person is allowed to sell live freshwater fish unless he is the holder of a permit.[/*]
  • No person shall organize, arrange, control, mange or hold an angling competition in which either alone or together with any other event, a prize or prizes exceeding R300.00 in cash or nature are offered, unless he/she is the holder of the permit. [/*]
The National Government will in the foreseeable future be promulgating a new National Act on the Protection of Biodiversity. It is foreseen that the Provinces will then adapt their Provincial legislation to be in line with the National Legislation. It is the intention of this office that the new Provincial act will be easy understand. The national as well as the provincial governments will, as is normal practice, follow public participation processes in the drafting of these new acts.
8. Fishing License for the Gauteng Province are available Shops, Fishing Tackle Shops as well as various Angling l as some Revenue Offices within Gauteng. Conservation authorities from the other provinces should be contacted for information regarding their fishing license.

Sorry just a quick one with reference to Licence fee per rods - this only applies to lines in the water. You could have 50 sticks so long as you only have 2 lines in the water you are still within the law. (The law states that only 2 rods per angler with a maximum of 2 hooks per line - this is where the specimen guys run into trouble) As in the case of Bass fisherman normally bass comps dictate only one line in the water per angler - I stand to be corrected on this - in Artlure circles we are allowed 2 provided movement is imparted to the Bait (artificial)

You are correct, in Bass they actually term it "one wet line" per angler, my question, I am yet to find a angling shop with a license book?

Thanks for that Ryan....Thats one of the questions answered.

We are busy talking to a lot of guys about this, whole permit thing that the organiser need to have...there is so many angling comps being held and im sure not one of them has a permit from the government to have a comp like this...
I phoned this department and the lady told me a different story....she said that its not the organizers that needs the permit its the competitors that needs to fill this in and pay a fee....then she sent me the form....on the form it says... APPLICATION FOR A PERMIT TO CATCH FISH BY MEANS OTHER THAN ANGLING (CPE2)
WHAATT???????
So arent we anglers???arent we catching the fish by means of angling??
This is really becoming a joke, but guys dont worry we will still have the comp and it is going to be big and it is going to be fun!!!!
Just try and get a fishing licence if you can....

Some of our angling shops has permits...but it sounds like the people that ask you for your permit needs to sell one to you if you dont have any....we will give you all the details.

The last time i saw a fishing permit for fresh water is when you could still get CRAP on plain brown bread and a mielie pip from KOO tins.......

I bought one at the coast for an annual license at R60 I bought one at centurion post office for one month at R50 am i able to use the one i got at the coast or do i now need a fresh water one as well

Snyps

See that's the only licenses that exist as far as my knowledge goes and they are for the coast, so the question remains, where do we get the freshie license, perhaps the idiots who will come check if we have licenses should indicate to BL where we can go buy it otherwise they might have a small riot on hand, and I'm not one of the easiest people to calm down..... but that's typical, why do you think they scrapped some traffic offenses, cause it's their idiot fellow penpushing fools, that only knows that much but not all that's necessary to implement something properly.

Hi

I posted the question in another thread
http://www.sealine.co.za/view_topic.php?id=16268&forum_id=3

from what I could gather you can either get it from your local Post Office, local Nature Conservation office, and some takle shops

Just one more bit of info. I did not read it here but i might have missed it. But the law also states that if a guy comes up and asks you for your permit and you don’t have one he needs to have one there that you can buy otherwise he can’t do anything.

Hi all

Most of all the Mpumalanga dams need permits. We got ours at the gate from Nature conservation at Mkombo dam. They sell them at the gate for R20 for one year. The Gauteng one is still a mystery as not even the Gauteng provincial goverment offices had any when I phoned them.

I think that it's only Mpumalanga that has any available at this stage but u need one for every province. It is all a big money making racket.
