VHF Operator license and New Ship Station Lciense

I have none of the above but i notice the New Ship Station license form asks for an operator license certificate.

Must i first do the operator certificate prior to applying for the ship station license?

I reside in Cape Town.

Good luck,we have been trying for 3 years to get straight answers so we have just given up.Noone has checked on us yet^^..

Dont know ,we were told to get a licence at the Post Office the oke behind the counter thought I had fallen off a space ship.local test center said we must d o a 3 day course in PE costing a arm and a leg ,I told them to take a long walk of a short pier,I know how to use a radio from Army days and what can they teach in 3 days.Now they say we must get rid of our 29meg radio and get VHF ,next day its vicer versa.

Fortunatly for us we do not have a port control so our radio is used to chat in comps or otherwise in an emergency
