Outboard repairs information needed

Guys i hope you all are well. Looking at the picture below you would see that the the gearbox section needs some work.any thoughts if this could be repaired somehow? I am new to boating so please excuse the stupid questions also will you be able to respray the motors using normal can spray then just applying a clear coat?

yip, jy kan nuwes maak en vas sweis "aluminium welding"

hy het redelik hoog op afgebreek so jy sal jou seels moet check na die welding.

dis nie net enige verf nie.
so try eerder die beste verf kry want hulle klou vermoe is beter
