Hi there,
I'm only an occasional weekend angler and know very little about the financial implications of changing over to knotless keepnets etc. but it reminds me of the recent groove rule changes in golf clubs which has enormous financial consequences and like golf, perhaps the gradual phasing in of the new rules is the way to go?
Eg: Anglers fishing at international level adopt new standard immediatly. Provincial anglers have until end of 2011. Club anglers until end 2012 & weekend anglers must all use new standards by 01/01/2015.

Looking at the prices that the specimen guys are getting ripped, it won't be long until fishing tackle and golf clubs are in the same price category. I somehow don't see how they will be able to unhook the fish at the keepnet when using an unhooking mat. Perhaps the competitive anglers will have to buy floating unhooking mats now. he-he-he!

There are ways and means. With Carp angling we have a small table structure in the water with an unhooking mat on it and we unhook and sack the fish in the water. NOM already uses a small fold up crate next to the keep net, they place the landing net in the box, unhook the fish an place it in the keepnet.
Many anglers already have the knotless keep nets (shade netting) and they have been in the market for 2 years now.
A specimen sized unhooking matt won't be needed as our target fish are small so a home made job will do just fine. Soft and smooth slippery material not damaging fish's slime layer is all you need.
Provinces will implement at their own pace but guys fishing Nationals must be ready to fish according to new rules once implemented.

Ah! A little table by your keepnet with an unhooking mat(inside a crate) on it is a great idea!
I bought a unhooking mat about 8 months ago just in case I hook into a really nice fish. It cost about R100 and is not much fancy, but it will work perfect inside a crate.
