I see nobody has replied to your post... did you manage to come right? I have just sorted out the same permissions so that I can use my ski in the harbour. It is a bit of a mission, lots of forms etc.
The main thing which you need to attain is a special disc sticker as well as a number. You have to stick the disc, as well as your number on the ski. You obviously have to comply with all the safety requirements in order to get these.
Sorry if I am a bit vague, I have just registered and my father assisted me a lot with getting it done as he is a member of one of the clubs on the bay, so I didn't handle all the admin by myself. Are you registered at a club? You may need to look into doing that and getting them to assist with the admin.
