only thing i can think of is... would you need a fishing off a vessel permit? if that is a requirement then get a permit.

otherwise i dont see why you cannot.

If there is a different licence for fishing and spearfishing, then one wouldn't be fishing from a vessel, but spearfishing from a vessel?! Certainly wouldn't be allowed to pull bugs from a ski in Natal though.

When one take out a fishing permit in KZN, you also pay for fishing from a vessel. This is done on the same licence. May also apply to spearing?

Don't know too much regarding this, but I know that when we did our Skippers, it was quite clear that when diving from a watercraft there has to be a person on the watercraft whilst the Diver is in the water, also that the watercraft has to displace a blue flag with a white cross.
Perhaps there are some sealiners that could possibly elaborate on this. I could be wrong.

Here in PE we have a few members of our spearfishing club www.gullyjumpers.co.za who dive off fishing skis. There are no other permits required other than your spearfishing license and for you to display your alpha flag when diving. There is no need to have anyone on board when the ski is on anchor
